It is ruled by a figure known as Little Bear, a title that belies both his physical presence and his character. Little Bear, reputed to be a drunkard and ineffective leader, presides over a court that mirrors the harshness of the land itself—stark, austere, and perpetually on the brink of chaos. His rule, such as it is, offers little in the way of true governance, and Rockclaw serves more as a symbolic centre rather than an actual hub of power.
